User Guide: Emergency Handling & Priority Inspections
Last updated: January 15, 2026
Overview
Emergency handling allows the Permitting Department to respond quickly to urgent inspection needs that cannot wait for normal scheduling. This guide covers how emergency and priority inspections are initiated, approved, logged, and managed throughout their lifecycle.
Understanding Priority Levels
Inspection Priority Options
| Priority | Description | Typical Use Cases |
|---|---|---|
| Low | Can wait for next available slot | Minor follow-ups, routine checks |
| Normal | Standard scheduling timeframe | Most permit inspections |
| High | Schedule sooner than normal | Time-sensitive construction phases |
| Urgent | Immediate or same-day attention | Safety hazards, emergency repairs |
How Priority Affects Scheduling
Higher priorities are scheduled sooner:
- Urgent inspections are placed at the top of the queue
- High priority items are scheduled before normal items
- Normal follows standard round-robin assignment
- Low fills remaining slots after higher priorities
For Citizens: Requesting Urgent Inspections
When to Request Urgent Priority
Request urgent or high priority when:
- Safety hazard requires immediate verification
- Gas or electrical emergency repair
- Structural concern requiring urgent inspection
- Weather damage requiring immediate assessment
- Time-critical construction milestone
How to Indicate Urgency
When scheduling an inspection:
- Log in to the Citizen Portal
- Navigate to Building, Fire, or Licenses
- Click Inspections tab
- Click Schedule Inspection
- Fill out the appointment form
- In the Priority Level field, select:
- High for expedited scheduling
- Urgent for same-day or emergency needs
- In the description, explain why urgent attention is needed
- Submit the request
Note: Urgent requests may require staff review and approval.
What Happens After Requesting
- Your request is flagged for priority review
- Staff receives notification of urgent request
- Staff evaluates urgency and may contact you
- If approved, inspection is fast-tracked
- You receive confirmation with scheduled time
- If denied, staff will explain and offer alternatives
For Staff: Managing Priority Inspections
Viewing Priority Requests
- Log in to the Calendar App
- Go to Appointments → List View
- Filter by Priority: High or Priority: Urgent
- Review flagged inspection requests
Evaluating Urgency
When reviewing a priority request, consider:
| Factor | Questions to Ask |
|---|---|
| Safety Risk | Is there immediate danger to people? |
| Property Risk | Could delay cause property damage? |
| Legal/Permit Timeline | Are there permit expiration concerns? |
| Construction Schedule | Will delay halt critical work? |
| Resource Availability | Can we accommodate today/tomorrow? |
Approving Priority Requests
If urgency is justified:
- Open the appointment request
- Verify priority level is appropriate
- Check inspector availability
- Assign to available inspector with capacity
- Confirm or adjust the scheduled time
- Save the appointment
- System notifies citizen of confirmation
Denying or Downgrading Priority
If urgency is not justified:
- Contact the applicant to discuss
- Explain why standard scheduling is appropriate
- Offer the next available standard slot
- Change priority to Normal if they agree
- Document the conversation in notes
- Save the updated appointment
For Managers: Emergency Override Procedures
What Is an Emergency Override?
An emergency override bypasses normal scheduling rules to:
- Schedule inspections outside regular hours
- Assign inspectors outside their normal zones
- Override capacity limits for urgent needs
- Bypass standard approval workflows
When to Use Emergency Override
| Scenario | Override Action |
|---|---|
| After-hours emergency | Schedule outside business hours |
| All zone inspectors unavailable | Assign inspector from another zone |
| Natural disaster response | Override capacity limits |
| Critical safety concern | Bypass standard workflow delays |
Initiating an Emergency Override
- Navigate to Calendar App → Appointments
- Click Create New Appointment
- Set Priority Level to Urgent
- Fill in inspection details
- If normal rules block scheduling:
- System prompts for override authorization
- Enter justification for override
- Select override type (time, zone, capacity)
- Submit with override
- System logs the override action
Override Logging and Audit Trail
All emergency overrides are logged with:
- Override Type: What rule was bypassed
- Justification: Why override was necessary
- Authorized By: Manager who approved
- Timestamp: When override was executed
- Original Constraint: What was the blocked action
- Override Action: What was allowed instead
Reviewing Override History
- Go to Administration → Audit Logs
- Filter by Action Type: Emergency Override
- Review override entries
- Verify justifications are documented
- Identify patterns requiring policy review
Emergency Inspection Workflow
Standard Emergency Flow

| 2 | Staff Reviews Urgency | — |
| 3 | Decision: Approved? | → Standard Scheduling (with explanation) |
| 4 | Check Inspector Availability | — |
| 5 | Inspector Available? | → Override Required? → Manager Override |
| 6 | Assign Inspector | — |

After-Hours Emergency Protocol
For emergencies outside business hours:
- Citizen Contact: Call emergency permitting line
- After-Hours Staff: Reviews request by phone

Troubleshooting
For Citizens
Q: I requested urgent but haven't heard back. A: Contact Permitting Support directly. Urgent requests should receive response within hours during business days.
Q: My urgent request was denied. Why? A: Staff evaluated the situation and determined it could be handled through normal scheduling. Contact the office for explanation.
Q: Can I request emergency inspection on weekends? A: True emergencies may be accommodated. Call the emergency permitting line for after-hours urgent needs.
For Staff
Q: All inspectors are at capacity. How do I handle an emergency? A: Request manager override to either exceed capacity limits or assign inspector from another zone.
Q: Should I approve all urgent requests? A: No. Evaluate each request against urgency criteria. Only true emergencies warrant queue jumping.
Q: How do I document an override? A: The system prompts for justification when override is needed. Always document the reason clearly.
For Managers
Q: Too many override requests. What's wrong? A: Review scheduling capacity. Frequent overrides indicate systemic issues requiring capacity adjustment.
Q: How do I audit emergency handling? A: Use Audit Logs filtered by Emergency Override to review all exceptions and justifications.
Best Practices
For Citizens
- Be specific - Explain why inspection is urgent
- Provide contact info - Staff may need to reach you
- Be available - Emergency slots require quick confirmation
- Understand limitations - Not all requests qualify as urgent
For Staff
- Consistent criteria - Apply same urgency standards to all
- Document decisions - Record reasons for approvals/denials
- Communicate clearly - Explain outcomes to applicants
- Escalate appropriately - Involve managers for true emergencies
For Managers
- Review patterns - Monitor emergency request trends
- Audit overrides - Ensure justifications are valid
- Adjust capacity - If emergencies are frequent, add resources
- Train staff - Ensure consistent urgency evaluation
